Captain Thomas P. Daly
A native of Milton, Massachusetts, Captain Daly (retired) is a 1984 graduate of Maine Maritime Academy with a Bachelor’s of Science Degree in Nautical Science. He received his commission through NROTC, with initial training as a surface warfare officer. After serving aboard the USS Oliver Hazard Perry (FFG-7), Daly attended dive training completing several courses of instruction: Basic Diving Officer, Salvage Diving Officer and Mixed Gas Deep Sea Diving Officer.
Daly’s active duty dive operational tours include: Operations Officer, Navigator, and Senior Watch Officer aboard the USS Ortolan (ASR-22), Senior Watch Officer, Officer in Charge of Detachment TWO (mine recovery) and FOUR (Marine Mammal Detachment), and Command Diving Officer EOD Mobile Unit 6.
Daly’s reserve operational tours include: Officer In Charge of a Mine Countermeasure Detachment, Range Safety Officer and Readiness and Training Officer EOD Mobile Unit 12, Executive Officer and Commanding Officer NR VTU 0703G, Operations Officer and Executive Officer Mobile Inshore Undersea Warfare Unit 205, Chief of Staff at both NR SPAWAR 107 and 407. With his final tour as a Senior Liaison, Officer assigned to NAVSEA Naval Ordnance Safety Security Activity, where he lead Explosive Safety Inspections Teams.
Daly mobilized three times, tours include: Deploying to Kuwait as the Force Protection Officer with Mobile Inshore Undersea Warfare Unit 206 to conduct port security operations in support of Operation Iraqi Freedom, the second as a strategic planner US Central Command where he made several deployments to Qatar, Afghanistan and Iraq in support of Operation Enduring Freedom and Operation Iraqi Freedom, his third as Branch Chief for Afghanistan/Pakistan long range strategic planning US Central Command during this tour he oversaw all planning efforts involving US, NATO and ISAF coalition members.
He earned designation as a Surface Warfare Officer, Special Operations Officer, Commanding Officer Shore Activity, Diving Officer, Salvage Diving Officer, Mixed Gas Deep Sea Diving Officer and a Naval Parachutist. He is joint qualified and holds the qualification of Level III program manager.
His personal decorations include the Defense Meritorious Service Medal with bronze oak leaf, Joint Commendation Medal, Navy Commendation Medal, Navy Achievement Medal with gold star, Combat Action Ribbon, the Afghanistan and Iraq Campaign Medals, and various service and service awards.
